The Office of the Director

The services offered at HHS Human Capital align with the Department's core, leadership, and technical competencies. These services can be incorporated into employees' Individual Development Plans (IDP) to ascertain and develop an individual's knowledge, skills, or abilities.

Human Capital is made up of three operating branches: Talent Development, Executive Development, and Organization Development. The branches provide HHS employees with high-quality training and developmental opportunities and resources.

Aside from the three operational branches, Human Capital also encompasses a strategic component: the Office of the Chief Learning Officer (OCLO). The OCLO is mission-focused and supports several functions and focus areas.
